The Gotei 13: Shinigami & Mod Souls
The standing army of the Seireitei in Soul Society, the Gotei 13 is also the de facto government and police force. They answer to the Central 46, a group of 46 nobles who are given authority from the Soul King to govern Soul Society, but they are mostly content to let the Divisions of the Gotei manage things. They do however exercise their authority by being an integral part of the process required to become a Captain, and have the power to assign a Captain to a Division on a whim. Aside from governing Soul Society, the Gotei are also responsible for shepherding lost souls from the World of the Living, as well as the purification of Hollow, and protection of the Balance of Souls.
The majority of Gotei 13 members are Shinigami, Plus Souls who gained spiritual power and learned to hone it either through self discipline, or by enrolling in the Shinigami Academy. Whatever the case, all Shinigami carry a Zanpaktou or Soul Slayer - a sword bonded to their very soul - and they all learn four primary techniques that are deemed necessary for membership in the Gotei 13. These are traditionally referred to as Zankensoki.
Zan: Refers to Zanjutsu or Cutting Technique. This is markedly different from Kenjutsu (Sword Technique) in that it emphasizes cutting and killing your opponent. Developed primarily with Hollow in mind, basic techniques focus on how to cut a Hollow so as to purify it most efficiently without seeing behind it's mask, but expert practitioners can just as well fight an opponent who also wields a blade. The 11th Division above all prides themselves on being great sword fighters.
Ken: Refers to the Fists or Hand-to-Hand Combat. All Shinigami are expected to have a minimal amount of training in unarmed combat, while some even choose to specialize in it, learning the advanced techniques of Hakuda utilized by the 2nd Division.
So: Refers to movement, and teaches the best way to avoid enemy attacks, and how to move so that your attacks are at an advantage. Advance movement techniques are referred to as Hohou and involve great speed and agility, and are utilized mainly for defense.
Ki: Refers to Energy, and involves releasing one's Spiritual Power, either through use of the Zanpaktou, or through spells and rituals known as Kidou.
All of the Shinigami use these techniques in combat with varying levels of skill, but Zanjutsu and Hohou techniques are the very basics without which a student can never hope to graduate from the Academy.
Gotei 13 Members
To become a Captain you must take the Captain's Proficiency Test: The test consists of providing proof that you have acquired and sufficiently mastered your Bankai in the presence of three Captains, as well as the Captain-Commander. If the exam proctors are satisfied with your Bankai proficiency, the decision falls to the Captain-Commander to determine if you are fit for duty as a Captain of the Gotei 13. The Proficiency Test may be taken even when all Divisions have a Captain on duty, and you will be placed on a list of potential replacements for any vacated positions.
It is possible to bypass the Proficiency Test if you have personal recommendations from at least six Captains, and approval from at least three of the remainder.
Additionally the 11th Division has a secondary tradition observed and respected by the rest of the Gotei: If you defeat the Captain of 11th Division in a duel with at least 200 witnesses -half of whom must be 11th Division- you will be considered the Captain of 11th Division henceforth regardless of the prior mentioned prerequisites.
When one becomes the Captain of any particular Division of the Gotei Thirteen, there are laws and rules by which they must abide, else they will be subject to punishments as decided by the Captain-Commander.
1. Captain's may not enter the World of the Living without permission from either the Captain-Commander, or the Central 46.
2. A Captain may not use their Bankai in the World of the Living without first acquiring permission.
a. War Time is an exception to this law.
1. Promotion by the Captain of that Division or the Captain-Commander.
2. Captain's approval for a rank challenge.
3. Rank gained via battle with 2 witnesses from that division.
This Division is responsible for planning everything within Soul Society. The Captain of this Division is also the Captain Commander of the Gotei 13.
Otherwise known as Onmitsukido, the 2nd Division is responsible for all specialized tasks within Soul Society, ranging from Assassination, to Messenger duties during wartime. They will also Assassinate high-profile targets outside Soul Society given the right situation.
This Division is responsible for the complete inner security and defense of every little thing inside of Siereitei. This can also be taken to mean they are the bodyguards for Nobles who live within.
This Division is the medical and support forces. Members of this Division specialize in healing and support Demon arts, and typically have Zanpaktou that reflect this nature.
This Division help secure and defend every thing out side of the Seireitei. From fortifying Rukongai to helping defend the World of the Living from Hollow incursions.
This Division performs the same essential function as the 2nd Division, but outside of Soul Society. Responsible for capturing Rogue Shinigami who have left Soul Society, and dispatching external threats to Soul Society.
This Division is responsible for enforcing the laws of Soul Society and dealing with Ryoka in Rukongai. Their job is to settle disputes amongst the citizens of Rukongai, as well as to arrest any lawbreakers.
This Division supports the rest of the Divisions by loaning their members for various missions. As such, members of this Division had either had History in other Divisions, or simply have a wide variety of talents.
A very grim Division, they deal with the Execution of fellow Shinigami who have broken the law and cannot be contained by the 6th Division. They also deal in the Execution of high-profile enemies who are difficult to Assassinate, or do not reside within Soul Society.
This Division is responsible for investigating the causes of unknown events, as well as working with the 7th Division to determine the guilt or innocence of arrested individuals. They are also known to gather field data for the 12th Division so that the Database may be kept up to date concerning events and known individuals.
This Division is responsible for providing soliders for all major combat situations.
This Division is responsible for performing Research on all Spiritual Phenomena, and for Developing weapons and items for use by the other Divisions. They also monitor the Senkeimon and Dangai, and are responsible for maintaing the Gotei's computerized Database.
Responsible for protecting the World of the Living from Hollow incursions. the 13th Division's primary duty is to patrol various towns in the Living Realm. They focus their efforts on known Spiritual Hotspots such as Karakura Town.
*NOTE on Power Limiting Seal
All Captains and Vice-Captains (and in rare cases exceptionally powerful lower seat members) going to the human world have most of their power sealed away. Most of us know this, but just to give a exact figure the power cut down is 1/2 from original.
Shinigami are unable to release the Limit until after 6 posts into the battle.
To release the Limit they must contact R&D at 12th Division, who then seek permission from the Captain-Commander. If the Captain-Commander cannot be reached, they can acquire permission from the 12th Division Captain or Vice-Captain.
Noble Families in Soul Society
While you do not have to be from one of these families, these are the noble families and clans that exist within Kon Kessha's version of Soul Society.
Sonjobatsu - Clans of the Noble Orders
The Sonjobatsu are Six Noble Clans, whose history goes back to when the Soul King was still present in Soul Society. The forefathers of each family were given tasks befitting their abilities, and these functions are still performed today.
Ichijo Clan - Tasked with the secret records of Soul Society's past, members of this Clan are typically part of the Stealth Force so that they are privy to what goes on beyond closed doors.
Nijo Clan - The Clan which was originally tasked with creating the earliest form of Senkeimon, they are now the ones who are responsible for stabilization of the Dangai so that Shinigami can pass through without harm. Typically they become members of the 12th Division in order to gain easier access to the portal.
Sanjo Clan - This violent Clan was given the task of destroying Soul Society's enemies, a vent for their frustrations so they would not become an internal threat. Typically members of the 11th Division, while some of the more rare and mild mannered members join 5th.
Shijo Clan - Tasked with governing the Soul Society in the absence of the Soul King, this Clan founded the Central 46, and the Eldest member of the Clan is always a member of the ruling body. Lower members of the Clan typically join the 1st Division.
Gojo Clan - Creator's of the first Zanpaktou -the Sokyoku- this is the most secretive Clan of the Sonjobatsu. They forge the Asauchi that all Shinigami eventually imprint their souls upon.
Rokujo Clan - The last of the Sonjobatsu, they are tasked with protecting the other five, but have also taken it upon themselves to record and store all the great works of art in Soul Society.
Other Noble Clans
These Clans are divided in three Ranks, which is determined by their seniority as Nobility. (The current list of First to Third Rank nobility is based on the sites past, and are subject to additions. All members can ask for additions to these levels of Nobility)
-First Rank of Nobility
These clans consist only of 'pure' souls, born and raised in the Soul Society. Some Second and Third Rank Clans may be bumped up to this Status over thousands of years.
Tetsujin Clan - Given this name by the Soul King's court, this clan of iron virtues is amongst some of the oldest families in Soul Society.
-Second Rank of Nobility
These clans are made up of souls that were noble in the most recent lives, and have retained their nobility as a result of group deaths. It is scarce for a new Second Rank Noble family to appear, as many of them become First Ranked Nobility over time.
Ryuuza Clan - A little known Samurai branch clan in their life, they attained Second rank Nobility within the last Soul Century
Takeda Clan - One of the oldest Second Rank families. It is unclear if any of their famed members were ever in Soul Society, but like many clans from the Sengoku Jidai, a great many of the branch clans died together in battle. They are close to becoming First Rank Nobility and therefore hold higher status than other Second Rank clans.
Tachibana Clan - A clan famous for having strong women, this clan in Soul Society takes after Ginchiyo Tachibana the most, who was rumored to have her maids armed and ready to defend her home when her husband was at war.
Ashikaga Clan - Defeated by the Tokugawa, many of this Clan perished when the Shogunate changed hands in 1603. Today many of them serve in the Gotei 13, primarily in the 13th Division. Alogn with the Takeda Clan, they are very close to becoming First Rank Nobility.
-Third Rank of Nobility
Families given Status as Nobility for their accomplishments, or contributions to Soul Society. Many of them live and govern parts of Rukongai instead of living within Seireitei.
Tsubaki Clan (Disgraced) - A Clan which had been given Status for protecting their section of Rukongai from one of the rare Hollow incursions in Soul Society. The wealth they gained was squandered however, and there are very few of this Clan left alive.

1. A Shinigami's primary purpose is to protect humans, lost souls (Plus Souls) and innocents of all realms, to aid in the transition of lost souls remaining in the human world by means of Konso (Soul Burial) and to purify Hollows (Minus Souls)
2. A Captain is entitled to command the members of his Division to perform any task, with no regard for their physical or mental well being, with no limit except with regards to following the laws within the Soul Society.
3. Treason is defined as acts involving one or more of the following:

5. All Captains must show respect for one another when in an official capacity, regardless of their personal opinions.
6. Zanpaktou are to remain sheathed within Seireitai when not in war time.

b. If you are attacked, or discover the presence of fugitives (Ryoka) within Seireitei, you are permitted to draw your sword.
7. At no time is any Soul including members of the Gotei 13, and the Captain-Commander, allowed to enter the halls of the Central 46 without invite or expressed permission.
8. Romantic or otherwise intimate relationships between a Shinigami and his subordinates is forbidden.
9. Any Shinigami wishing to obtain a Bankai must acquire permission from the Captain-Commander to engage in training of the caliber. The request is put forward to the Central 46, who confirm or deny the request.
10. Any Shinigami who has obtained a Bankai is forbidden from using it within Soul Society unless given permission by the Captain-Commander.
a. War Time is considered an exception when enemies are present in Soul Society.
11. Shinigami who have obtained a Bankai, and Shinigami within a certain power range are subject to a Power Limiting Seal when passing through the Senkeimon into the World of the Living.*
12. All law breakers are subject to punishment at the discretion of the Central 46. Punishment can vary from low fines to exile and execution.

Spirit-sealing pit- The spirit-sealing pit is an ancient form of execution in which Shinigami criminals are thrown into a pit walled with dense Sekkiseki – a type of stone that absorbs spiritual power, preventing those nearby from using their powers. Hollows are then thrown into the pit with the criminals as the means of execution. The practice was considered too barbaric and discontinued.
Sōkyoku - Sōkyoku is a form of execution usually reserved for those with extremely strong spiritual powers, namely shinigami captains. The Sōkyoku is a giant halberd that utterly destroys a soul on contact. When released, Sōkyoku takes on the form of a phoenix, its true form, called Kikōō. The Kikōō has the destructive power of one million zanpakutō, and that power is multiplied by a factor of 10 at the moment it pierces its victim.

g. Aiding people in entering or leaving the Soul Society illegally
h. Entering or leaving the Soul Society illegally

This Division is responsible for investigating the causes of unknown events, as well as working with the 7th Division to determine the guilt or innocence of arrested individuals. They are also known to gather field data for the 12th Division so that the Database may be kept up to date concerning events and known individuals.
Division 11 Battle
This Division is responsible for providing soliders for all major combat situations.
Division 12 Research & Development
This Division is responsible for performing Research on all Spiritual Phenomena, and for Developing weapons and items for use by the other Divisions. They also monitor the Senkeimon and Dangai, and are responsible for maintaing the Gotei's computerized Database.
Division 13 Protectors
Responsible for protecting the World of the Living from Hollow incursions. the 13th Division's primary duty is to patrol various towns in the Living Realm. They focus their efforts on known Spiritual Hotspots such as Karakura Town.
Divisions Perks/ Abilities/ Skills
Division 1: Spirit Energy Concentration: They are masters of their own spirit energy levels.
Division 2: Lock Master - Can picks locks easily, as well as having keys to all divisions/buildings in the Gotei's control.
Division 3: Schematics - Know all the blueprints in Soul Society and Rukongai and how to destroy buildings from knowledge of how structures work.
Division 4: Chiyudou - Healing Magic
Division 5: Masters of Realm Walking - First to arrive to Events they are participating in.
Division 6: Silent Steps - They are masters of moving from place to place without being heard at all.
Division 7: Sundering Blow - They are able to disarm opponents with greater ease. As if they had 20 more Weapon Skill than they do.
Division 8: Reduced Skill cost amount by 1 Reiryoku
Division 9: Execution Resolve - With special permission members of this division can use special Assassination techniques, and Executions. (If Staff are forced to make a harsh call, 9th Division members may be granted permission to PvP a target)
Division 10: Intuition - Behavioral analysis allows allows lie detection, and minimal reading of intention during combat (If they observe an opponent for 5 posts they gain a +10 Speed advantage).
Division 11: True Warrior - Higher endurance and tolerance for pain than any other division or person. Able to hold there bankai longer
Division 12: Research & Development - Can create items with the following limitations:
- Creation - Once a week the Captain is able to create a divisional, personal or faction related item at no cost.
- Specialty - Choosing one branch of science the Vice-Captain is able to create a item for the faction or division once every two weeks at no cost.
- Delegated Research - Any member of 12th Division may seek permission from the Captain to create an item for personal or faction use. The Captain can only approve two projects a week.
Division 13: Lore Master - Can recognize any character that has taken part in a major Event or Battle.
*NOTE on Power Limiting Seal
All Captains and Vice-Captains (and in rare cases exceptionally powerful lower seat members) going to the human world have most of their power sealed away. Most of us know this, but just to give a exact figure the power cut down is 1/2 from original.
Shinigami are unable to release the Limit until after 6 posts into the battle.
To release the Limit they must contact R&D at 12th Division, who then seek permission from the Captain-Commander. If the Captain-Commander cannot be reached, they can acquire permission from the 12th Division Captain or Vice-Captain.
Noble Families in Soul Society
While you do not have to be from one of these families, these are the noble families and clans that exist within Kon Kessha's version of Soul Society.
Sonjobatsu - Clans of the Noble Orders
The Sonjobatsu are Six Noble Clans, whose history goes back to when the Soul King was still present in Soul Society. The forefathers of each family were given tasks befitting their abilities, and these functions are still performed today.
Ichijo Clan - Tasked with the secret records of Soul Society's past, members of this Clan are typically part of the Stealth Force so that they are privy to what goes on beyond closed doors.
Nijo Clan - The Clan which was originally tasked with creating the earliest form of Senkeimon, they are now the ones who are responsible for stabilization of the Dangai so that Shinigami can pass through without harm. Typically they become members of the 12th Division in order to gain easier access to the portal.
Sanjo Clan - This violent Clan was given the task of destroying Soul Society's enemies, a vent for their frustrations so they would not become an internal threat. Typically members of the 11th Division, while some of the more rare and mild mannered members join 5th.
Shijo Clan - Tasked with governing the Soul Society in the absence of the Soul King, this Clan founded the Central 46, and the Eldest member of the Clan is always a member of the ruling body. Lower members of the Clan typically join the 1st Division.
Gojo Clan - Creator's of the first Zanpaktou -the Sokyoku- this is the most secretive Clan of the Sonjobatsu. They forge the Asauchi that all Shinigami eventually imprint their souls upon.
Rokujo Clan - The last of the Sonjobatsu, they are tasked with protecting the other five, but have also taken it upon themselves to record and store all the great works of art in Soul Society.
Other Noble Clans
These Clans are divided in three Ranks, which is determined by their seniority as Nobility. (The current list of First to Third Rank nobility is based on the sites past, and are subject to additions. All members can ask for additions to these levels of Nobility)
-First Rank of Nobility
These clans consist only of 'pure' souls, born and raised in the Soul Society. Some Second and Third Rank Clans may be bumped up to this Status over thousands of years.
Tetsujin Clan - Given this name by the Soul King's court, this clan of iron virtues is amongst some of the oldest families in Soul Society.
-Second Rank of Nobility
These clans are made up of souls that were noble in the most recent lives, and have retained their nobility as a result of group deaths. It is scarce for a new Second Rank Noble family to appear, as many of them become First Ranked Nobility over time.
Ryuuza Clan - A little known Samurai branch clan in their life, they attained Second rank Nobility within the last Soul Century
Takeda Clan - One of the oldest Second Rank families. It is unclear if any of their famed members were ever in Soul Society, but like many clans from the Sengoku Jidai, a great many of the branch clans died together in battle. They are close to becoming First Rank Nobility and therefore hold higher status than other Second Rank clans.
Tachibana Clan - A clan famous for having strong women, this clan in Soul Society takes after Ginchiyo Tachibana the most, who was rumored to have her maids armed and ready to defend her home when her husband was at war.
Ashikaga Clan - Defeated by the Tokugawa, many of this Clan perished when the Shogunate changed hands in 1603. Today many of them serve in the Gotei 13, primarily in the 13th Division. Alogn with the Takeda Clan, they are very close to becoming First Rank Nobility.
-Third Rank of Nobility
Families given Status as Nobility for their accomplishments, or contributions to Soul Society. Many of them live and govern parts of Rukongai instead of living within Seireitei.
Tsubaki Clan (Disgraced) - A Clan which had been given Status for protecting their section of Rukongai from one of the rare Hollow incursions in Soul Society. The wealth they gained was squandered however, and there are very few of this Clan left alive.
